Correction in Birth Certificate

The Government have issued instructions to liberalise the procedure of correction of name in Birth Certificates.  It is reported that hundreds of complaints received regarding correction in the Birth Certificate. So Government have issued circular about the procedures to be followed:

1. If parents have entered wrong name in the birth certificates (like pet names etc., spelling mistakes etc), the name can be corrected as per the name entered in the Admission Register of the concerned school. For this the parents (Joint affidavit by Father and Mother) (in case of minors)/person have to submit an affidavit stating the reasons why the wrong name entered in the Birth Register and to remit Rs.50/- as compounding fee. The name is only corrected as same in the SCHOOL CERTIFICATE and not as entered in any other documents (like PASSPORT, DRIVING LICENCE ETC). To get a copy of the circular please click here

For correcting the Birth Certificate you should approach the Local Birth Registrar of the concerned Local Self Government Institutions i.e. Secretaries of Grama Panchayats and Registrars of Municipalities and Corporations with the affidavit, the original birth certificate issued earlier and affidavit. You have to remit Rs.50/- as compounding fee. After correction you have to apply for a new certificate.

Hoardings to be displayed on all construction sites.

Government have instructed the Local Self Government Institions (Panchayat/Municipality/Corporations) to display the details of Development Permit in all buildings which has an area of 300 Sqm (in cases of residential buildings) and 150 Sqm (in cases of non-residential buildings). The circular can be downloaded from here

As the Govt. Circular, the advertisement hoarding should contain following details:

1. Name, address and phone number of builder/developer.
2. Order number and date of layout approval.
3. No. and date of development and building permit.
4. Name of LSGI who is issued permit.
5. Validity of permit.
6. No of floors approved.
7. Type of occupancy with details.
8. Conditions in the Permit, if any.
9. Coverage of construction and FAR (Floor Area Ration).
10. Details of recreational space in case of Group A1 Occupancy.
11. No. of parkings and loading and unloading area.
12. Minimum width of road to site and building.
13. Details of other occupancy (other than residential occupancy) in cases of  flats/apartments.

The LSGI's should oversee that these instructions are duly complied.

Online Birth and Death Certificates introduced in Kerala

The Kerala Government have issued Order to legalise the online Birth and Death Certificates downloaded from the site of Local Self Government Department. The order can be downloaded from here.


The Birth, Death and Marriage Certificates of Panchayats, Corporation and Municipalities are available in the website www.cr.lsgkerala.gov.in


From the website first you have to chose, the District and type of LSGI and then concerned Panchayat/Municipality/Corporation.


For downloading the Birth Certificate, you should know the Date of Birth, Sex of Child and name of Mother. There are Mandatory.

For downloading Death Certificate, name of the deceased, date of death and sex of the deceased are mandatory.

Now this certificate with bar code (without signature) will accept for all Government Purposes.

E Manal (E Sand) Distribution System introduced in Kannur District


NIRMAN - ONLINE SAND DISTRIBUTION SYSTEM (E Manal (E Sand) Distribution System) will be  introduced in Kannur District from August 13, 2012.  The application form can be downloaded from here 


Download the application form and fill up the it and submit to the Panchayat/Municipal Office concerned with following copies of certificates:

1. Building Permit/NOC (where no building permit is required)
2. Voters ID.
3. Ration Card.

They will verify the permit and approve it. Then the applicant should go the nearby Akshaya Kendra and submit it there. They will charge Rs.20/- as processing charge. The application countersigned by the Panchayat/Municipal Secretaries has to be submitted before Akshaya Kendra and they will inform the applicant when the Sand (Manal) available and issue token.

Right to Service Bil 2012

The Kerala State Right to Service Bill piloted in the Kerala Assembly  yesterday. Its a land mark legislation.  It is expected to pass the bill on 22nd July, 2012. At present 13 services are come under the purview of the bill. To read the bill, please click here.

The services now included in the bill are:

Birth Certificate, Caste Certificate, Income Certificate, Ration Cards, Residence Certificates, Death Certificates, Electricity connection to house and shops, Water Connection, passport verification report, employment verification certificate etc.

Government is planning to introduce more services under the purview of this bill. Since penalty clause is included in the bill @ Rs.250/- per day (maximum Rs.5,000/), this may alert Government Employees.

Let us wait whether this will bring any change in the attitude of Kerala State Employees.

Ownership Certificate at your finger tip

Here is a good news for tech savy citizens of Kerala. Now you can download Ownership Certificate of Local Self Government Institutions (Corporations / Municipalities / Grama Panchayats) from the "Sanchaya" website hosted by IKM.  Now this certificate is limited to those LSGIs with the facility of epayment only.
